Qualifications
- Minimum of a Bachelors Degree in Civil Engineering or Construction Management
- Certifications to include Certified Construction Manager (CCM) or Project Management Professional (PMP)
- 10+ years of experience in construction and/or land development with a project scope that includes adding and/or upgrading drinking water and wastewater pipelines in the USA marketplace per local county, state, and federal regulations
- The successful candidate will be a self-driven people leader with proven experience in supporting water infrastructure projects simultaneously ($5M-15M per project) for multi-phase development projects (residential builders and landowners who value growth and expansion of a property)
- Valid driver’s license
- Decision Quality: Makes sound decisions based on accurate analysis with interest in upholding and maximizing established budget
- Presentation & Sales Skills: Adept at conveying ideas and building acceptance
Responsibilities
- This leadership role is responsible for guiding strategic decisions and ensuring successful project execution across all phases—focusing on cost, schedule, quality, and feasibility
- The ideal candidate will bring deep experience in construction and development, and a proactive approach to managing project risk and expectations
- Oversee the construction management of multiple projects, guiding internal and external design and construction teams
- Lead the due diligence process, review project budgets, and recommend changes as needed to ensure financial alignment
- Provide senior management with regular updates on project status, including key milestones, cost control, change management, and schedule compliance
- Manage vendor performance during conceptual and design phases, with a focus on constructability and budget adherence
- Participate in the selection and negotiation of construction vendors, ensuring optimal project support and execution
- Function as a strategic resource to two project managers, helping them maintain project goals, resolve challenges, and deliver results
- Develops Talent: Supports growth and development of project managers (2-4)
- Ensures Accountability: Drives ownership and follow-through on time
- Customer Service Focused: Prioritizes customer needs while adhering to company policies
- Critical Decision-Making: Capable of making sound decisions within procedural guidelines

Korn Ferry has been retained by a growing regulated water and wastewater utility company looking to expand their Engineering Team. This private organization is currently operating in North America and is part of a large network of experienced water professionals providing safe and reliable service in the growing state of Texas. An exciting opportunity is available for a Manager of Development Services to lead pre-construction and construction efforts for new development projects. This leadership role is responsible for guiding strategic decisions and ensuring successful project execution across all phases—focusing on cost, schedule, quality, and feasibility. The ideal candidate will bring deep experience in construction and development, and a proactive approach to managing project risk and expectations.
Key Responsibilities:

Role Qualifications:
• Minimum of a Bachelors Degree in Civil Engineering or Construction Management
• Professional Engineers (P.E.) encouraged to apply (State of Texas desired but not required). Certifications to include Certified Construction Manager (CCM) or Project Management Professional (PMP)
